You CAN set up a cell phone (any carrier) to take collect calls through Correctional Billing Services (1-800-844-6591, or their website). WARNING: THIS IS THE *WORST* COMPANY I HAVE EVER DEALT WITH IN MY WHOLE LIFE!!! But, if you don't have a landline, it may be your only option. The minimum you can pre-pay is $56 ($50 $6 fee), then calls are deducted at aprox $4 call.
