Why does Cook Chill work the inmates without pay? They could give inmates a free phone call or pay them a dollar a day for working like a slave. A trustee that works at Cook Chill gets treated like a dog for free labor from Dallas County. Also, Dallas County waste a lot of money by throwing away lots of food that could be used to feed homeless.
