How long does a felony stay on your record?

my boyfriend has been in Lew Sterret 4 months and still has not had a court date set. he is a 2 time convicted felon, he just got a court appointed lawyer that doesnt seem to be doing anything. is it possible when he does go to court if he will be given probation? dont believe he has ever been givin probation he has always done his time. also is it true that the district attorny has 180 days to indite someone or they have to be released?? if someone can please help me out thanks
